Why are we in such a low price once again even it's so late in the game with very high odds of getting DCVax-L approved?

First of all, Linda knows it

then, Linda's friendlies Island boys and vulture funds know it

the shorts know it

even the vast numbers of retail investors mostly know it

and of course those who have bought recently know it.

So pretty much everyone knows it.
