It’s not about compiling, it is, regardless of what people presume, fundamental to the validity of the analysis that the RA finalize their regulatory viewpoint. This is a unique trial. There are things that are intertwined here that are not purely about what they want to do and their analysis, and acceptance of the SAP as this other issue might seem related, but they are independent of each other. A journal would care more about the broad rule than what might or might not ultimately apply in the particularity of their SAP.

Laws are complex and what might make sense abstractly, and in the particular, often don’t make sense from a higher level viewpoint. A journal is approaching it from that higher level. And the regulator is too, they are just outrageously and ridiculously slow compared to what normal people might expect though in truth quite expeditious for their own world.
