I think what you may be thinking of is the order with Samsung Biologics. In order to get through trials, they need to produce their product in a commercial setting (instead of as a one-off in a private lab) to prove that it will work at scale (once approved). This is what the order with Samsung Biologics is.

In other words, the order with Samsung Biologics is not a full scale production run to put product on the shelves for public consumption. Maybe this is the point that most everybody is missing when they read the Samsung Biologics PR.
