Legally they have to take any and all questions that are asked “live”. If they only took presubmitted questions they would be breaking the law and would expose themselves to any number of lawsuits. That said, just because they must listen to a question does not mean they have to provide a good answer. They could simply say, my answer is F you and that would be legally ok. Though not smart.
