I don't think they're lying and they do have the agreements they say they do, but they could be going around soliciting companies to sign agreements with them and possibly making claims they can't deliver on.
That being said, Alpha Design looks like a well established company with a long history. I'd think they have done their DD before even entering into talks with TPT, but you'd be surprised...
The market is simply placing a low prob of the deals materializing and translating into profit for TPT so it is no surprise the expected value is not as high as the billion dollars would make it seem.
