By not being clear on this item, he will create a frenzy of buying and selling because nobody knows when the ownership must be registered.

Then tomorrow, after the frenzy, he will state that there are still approvals that need to occur and that the important thing is that a date of registration is solidified. So again, people will be given promises of receiving something at a future date.
