You do have point there, most of RS are not good.

However, RS can be good if a company wants be listed on some other exchanges such as on Nasdaq and stocks can be purchased on a margin as well at that point.

Most of large financial institutions(world wide) would not buy penny stocks(such as pensions, mutual funds etc.) and RS will be one of the choice in order to have access to this large market.
