"Idaho is on the brink of implementing a triage policy"

I've got a friend in Southwest Missouri, near the Branson area. Last week he fell getting out of his car. He couldn't get into the hospital. He broke three ribs and dislocated two. He was unable to go to the emergency room and had to wait nearly 48 hours (in great pain) to even get triaged before they could set the bones and bandage him up.
