I suspect those article are dealing with a different kind of publication and the fact NWBO are allowing the journal to have the scoop on TLD news prior to actual release of TLD makes huge difference and may well indeed be why they`re doing it that way ..

From MEJM website :

NEJM generally replies to Rapid Review requests within three business days and an initial decision on publication will typically be reached within two weeks. Those studies that are most often approved for a rapid peer review generally

Also Lancet :

Our Fast track process (previously known as Swift Plus+) means that The Lancet aims to peer review and publish papers within four weeks of submission, if no extensive revisions are required (eight weeks for Lancet specialty journals).
