Here is the way it was first explained to me in 1977 (boy, I am really old)...

If an event results in dropping EPS from $1.00 to $0.98 PPS, it is not material or significant, but that same $0.02 change from $0.01 to ($0.01) EPS could be material or significant.

It is a matter of professional judgment by the CPA auditor.

Lots of folks use 10%, but it could be less.
