I just got off the phone w/ OTCIQ, and asked a few questions:

I asked if it was true that if a company had applied for access by end of June, would they be guaranteed to be handled before the SEC mandate, his answer was yes correct.

I asked if a company applied on June 23rd how close are they to be given the codes, he said that he can't give specifics on any particular company, but said it should be soon based on that date and he did confirm that it will take about a week for tier advancement once uploaded filings were complete.

Seems to confirm my findings posted earlier
