The City of Coalinga issued the initial permit for the Civil package. The Civil package consists of: Earthwork, grading, underground utilities, (storm, sewer, fire water, domestic water, gas, electrical and communication lines). It's a fairly common practice when confronted with a delay in the building of the structure. Doing so enables all the up-front items to proceed, which they would have to do anyway, while waiting for the building permits.
