I don't know where you are getting that, but it is not correct.

The SEC doesn't give a damn if company's pay OTCMarkets a penny. And yield companies can pay OTCMarkets all they want, but they are unlikely to meet the new 15c2-11 requirements.

EM stocks are all garbage. No information stocks should not be allowed to trade publicly anywhere for anyone.
