Most likely...they are not 100% sure they will get EUA. The dilution is their BACKUP plan.... just in case. After all, the FDA is rather unpredictable, and politics and big pharm may have some influence. The pressure is mounting though, so I don't feel that the FDA will have a choice but to grant EUA.
