Permits licensee to do something otherwise prohibited

is there some technical definition to license

Generally, a “license” is permission granted by a qualified authority permitting a licensee to do something that would otherwise be prohibited.

The HLS press release made it sound like more like an educational role for PFE. But they also referred to them as a "partner" and PFE also gets paid based on sales performance. I struggled with this before I posted and I'm fairly certain based on those two factoids PFE would qualify as a licensee. (They certainly are not an affiliate, which according to AMRN-HLS agreement does not need Amarin's consent.)
