I'm might be confused.

What if the shares you own are between 4,440 of fewer shares and 4,000,000 or more shares?

Is it a straight 1 for 10 R/S?

For example if you own 40,000 shares do you get 4,000 shares or 100,000 shares get 10,000 shares?
