the root cause of no volume comes back to lack of information ... risk. With ten bagger upside comes wipeout level risk.

Mr Sellers might be wanting the stock in this range before announcements are made. Tough to know everyone's agenda, but if it were me, I'd want the share price to be in a place where there was plenty more upside upon announcements of the facts.
