If the majority of the shares that Vanguard owns is tied up in their index fund products, they probably don't have much to say. If they became activist investors all of a sudden (with those products), it would destroy their whole business model.

BlackRock, on the other hand, would be the enigma to decipher for the purposes you've outlined. I imagine they don't care who does what so long as they (BlackRock) makes money. So if they feel $ENZC and friends are the future, they'll slowly wind down their current biotech/pharmaceutical positions and build up on the $ENZC side of things. I imagine they would/will play both sides until it's evident which way the market/political winds will blow.

That's how I'm thinking about it at least.
