No one has been able to come up with a confident number for the number of wafer starts one can expect from Fab 30 since. Therein lies the problem.

I guess it depends on how much confidence you need. I and others in the field have estimated 10% for development purposes. The faithful have always assumed world class yields, then worked backwards and derived the unutilized space accordingly. I take another tact. Also don't exclude the development fab in Santa Clara. They must be doing something there.
