I don't see any technical hurdles. Just another membrane separation process that is energy intensive like desalination. Seems compatible with desal process so first stage separation can be done as part of desal plants. Ingredients needed are cheap solar near oceans. Still unknown is LLTO ceramic production, scale-up and maintenance. Li pricing is currently $1.8/kg. Paper says $5/kg in power cost. But then there are revenue streams besides Li. First pass effort so there is also room for optimization.
