Well it is clearly a huge oversight when you consider they have to start over AND go to the back of the queue when they fail the test.

This isn't checkers this is chess. They are up against Gorillas in the industry here with millions of dollars of profits to throw at problems and government agencies with million dollar lobbyists on their payroll. So they ($MJLB) have to be razor sharp on execution.

Probably's won't win them any battles against the Goliaths they are up against.

They need crisp execution and first mover advantage or they will get slaughtered before 2022. IMO
