This seems redundantly obvious to me so I'd be interested if they really submitted their ELD device for cert without pre-testing in-house.
The PR implies that they did not do in-house testing before submitting the first time; since they only decided to do in-house testing on the reprogrammed device (I.E. the one that was re-submitted after initial rejection)...

This seems like an extreme oversight, thoughts?
