This chart has a lot of room to grow look at past moves where the RSI hit the 90's. The moving averages are also rising as well. The 50 MA which has been the bottom for $PHIL for awhile is now at .0067 and it hasn't been tested since the huge move off the 50 MA and 100 MA in May and I don't expect it to ever to be tested with all the major catalysts that should drop this month.
