I’m not sure we ever got the true WHY? However I’ve read many possibilities. The one that makes most sense to me is that they knew the vaccine was working and to continue to enroll with the possibility of being a placebo volunteer AND with the eventual crossovers it may have been the possible solution to halt the acceptance of more trial candidates. Please weigh in on thoughts here if anyone has a better clue than what I have.
