Why didn't these "brilliant" guys attack this testing plan this way from the beginning?

I'm chip designer and we ALWAYS always redundantly test everything via simulation, emulation and in house bench testing before its sent for production or certification.

Seems a little remedial that they just got this figured out now to get ELD back on track, NO?
