Wrong.

There are scalpers or flippers at every price level.

If the stock goes to a dime there are people that will buy at .10 and sell it 15 cents if the stock goes to $1 dollar there are people that will sell at $1.50 and take profit.

It's always a smart move to take profits.

You never get rid of flippers you never get rid of day traders. And they keep the market liquid.
