OTCX has been down there.... For the most part, they've been running an algo over the past 2 months that keeps them in the #2 spot on the ask most of the day (appeared as though they were acting as CDEL's little bee-otch, because each time CDEL went to drop the ask to less than what was being offered at the time, OTCX would following them with a 5K ask. However, OTCX very rarely sold any, and instead would just sit there under CDEL).

That being said, the times when they were not sitting in the #2 spot with fake 5K ask, they were sitting out of the way, down at .59...
