It sounds like you are making a personal finance argument for an OTC pink sheet stock? Their ability to raise capital isn't determined by the three reporting agencies. It appears to me that the negatives are baked in at this point thus the low volume and sideways trading. This is their basis for raising capital and that can change in an instant.
