An acquaintance who manages a fund specializing in small cap healthcare thinks it is Kevin Dills.

It has been promoted for 2.5 months on 2 most likely affiliated tout sites:

the-financialnews.com

thefinancial-reporter.com

Same sites promoted SUIC and CNNC which have totally collapsed.

Also FPWM which got a caveat emptor recently.
