You mistake maintaining cash levels for a reckless management wanting to dilute you and steal your shares. And they're recklessly delaying the day you're rightfully rich from this lottery.

When you buy biotechs stocks, it's best to be an investor. Patience and experience will show that they maintain cash to safely fund trials and that the trials and results can take quite some time.
