Today's PR was great, but can anyone explain THIS sentence?:"...and even then, only 54% of those ineffective by HIV have access to such treatments - leaving 46% with no treatment. New and improved therapies, that are less expensive and more effective, are desperately needed. Providing these better therapies are our Company's objective," said Charles.

WHAT does "...54% of those ineffective by HIV" mean? This doesn't make any sense to me. Can someone please decipher. I want to understand the fullness of today's great Report? Thank you!
