China has decades of low birth rate, too few workers to support aging relatives, skilled labor shortages, needed trades are still often looked down upon, too many with useless university degrees, etc. Familiar problems n'est-ce pas? So much for the CCP being any better at foreseeing potential problems and avoiding them vs. democratic republics. Humans just aren't that smart.
