According to the 'Q' whacks, all the people pretending to be the government have already been executed or are at Guantanamo awaiting execution.

What astounds me (and I mean that literally, I'm astounded) is that the 'Q' whacks themselves don't realize the paradox that presents - If they're all dead or in prison, how are they pretending???
