The "problem" is that:
1) Many think the ticker they "invest" in fits in that 1% exception.
2) Flippers don't care if it's a scam, they just trade the ticker.
3) The OTC is more enjoyable than the Lottery with better odds of making a profit.
4) It's actually fun.
5) It's educational win or lose.

I'm sure there's more but I won't bother.
