As far as institutional investors and large dollar investors with knowledge and experience, they will be the ones that clearly understand that these terms were much better then most expected. These kind of investors don't buy before the decision, they buy large amounts after things are confirmed and revealed. There should be some huge block buys for the rest of the week and most likely we will see some big Government news now as well. If some do not understand thats just normal, I assure you the real big dollars certainly do.
