I'm comfortable in assuming that Citibank proper does NOT directly own the shares- holding by proxy for someone seems much more likely. However, 1 million shares is a fairly significant chunk of open market shares given the float of just under 11 million to an entity outside the U.S. Notice that the other holders hold either a much smaller block or they are under a "Partnership" or they are Series A Preferred Shares (that are convertible btw).
What does it mean? No idea, and more than likely nothing- just something new- and after all these years, I'm not holding my breath lol. However, it is different from the typical boilerplate filings I have seen from them over the years while we all wait in anticipation..... or ambivalence.
