Actually....that's false. While retail investors are unlikely to short because of the cost involved....the MMs don't have to pay the fees that we would. Hell....lot's of MMs don't even need to "borrow" the shares that they are selling. Many engage in "naked" shorting in which they are selling a share that technically doesn't exist. They just need to find it and buy it at some point. It looks a lot like dilution as selling shares that don't exist increases the public float temporarily. It's an illegal practice that MMs unfortunately get away with on stocks like the ones on the OTC because the SEC isn't really checking too hard on these types of things.
