Or maybe TSMC? Samsung does not have a manufacturing site in Arizona yet- in fact, I'm not sure they've officially decided which state they are going to use to build their new plant although Arizona is on the short list. TSMC, on the other hand, and like Intel is already invested and building FAB plants in Arizona.

I'm strictly focused on Arizona only because that's where ATOM's new EPI tool is planted.
