It'll only be "talk" for a few more weeks, according to SHMP's own schedule. Then the R/S will be real. Why? Cuz it's a way to maintain the charade of an uplist. But it will also provide an opportunity for the SHMP insiders to cash out. You see...the Series A preferred shares are real and really exist. The Shover "settlement" is just a piece of paper...meaningless.
