You should spend a little more time reading. Sustainable Power spun off USSEC. USSE is nothing but the ticker symbol for thes tock, at the moment. They have already PR'd merging with ONYI and the ticker will become ONYI, with anticipation of changing it back to USSE (but not certain).

The price target you probably got was from the wall street report? (a USSEC paid document to forcast the future - we not there yet.)
