This is what happens when a Cop has a taser deployed and the suspect has a gun in his pocket...
In this case, even if the Cop was holding his gun, the suspect still would have been able to shoot first, as he had already decided to act.
(Action is FASTER than reaction)
That’s why officers are always at a disadvantage in scenarios like this one...
