i truly believe the ag is just trying to appease his constituents and saving face. throwing the DEM under the bus in the process and making them the fall guy per se. but hopefully behind the scenes i believe they are all working together because i think they know that if this technology proves successful and their state is the first to implement it then it is a feather in their cap and they can hang their hat on being visionaries in saving the environment. so i feel they are setting themselves up to be in a situation where they win either way
