I guess it becomes an "edge" case with fatalities. I continue to be surprised that NTSB lets Tesla/Musk get away again and again with this without imposing driver attention sensing with AP/FSD beta testing. IMO this is an extreme case of beta testing where testers don't care about crashing and killing someone including themselves. So far Tesla has avoiding killing anybody other than their customers and passengers but IMO it is a matter of time that some innocent people will be victimized.
