If the acquiring company’s management proposes a BO price based on conservative revenue estimates and explains that NWBO is an undervalued OTC stock, the point about multiples/multipliers could be rationally set aside by the BO company’s shareholders, and a $15-$20 PPS deal could go through. I agree it’s an obstacle, but one that could easily be overcome with some honest diplomacy.
