Exactly, so what does that tell you? They knew way back then, things are going to improve.
Does anybody now care that they do an RS at a pps much much higher than now, I don't care. The OS is bloated that's a fact, but an RS would be done for uplisting purposes, which is a very great reason to do an RS.
Plus then the RS would be small(soft) and very respectful. It's all up to the company and BOD.

Look at GMGI, they did a 150:1 RS at this price BYOC is at right now and look where they are now. Their OS was huge before the RS, as well.

All one needs is patience. That's it.
