I feel the need to remind some of my key question on the topic, which has not yet been answered despite replies from sources of great wisdom

This was the question (and I believe Janice may know the answer which is why I asked her originally):

Does anyone know when L2 became available to retail traders? I'd assume the MMs had access to it long before retail did
