Simple answer they have not offered any shares. There are currently roughly 600 mil outstanding shares It’s illegal to offer shares without filing to do so. (https://www.sec.gov/smallbusiness/goingpublic).

A company can only offer shares after filing to do so and it being approved by the sec.
