your selling product ,making a profit why would you pay probably high licence term to make onset quicker

If a competing product that was effective "within minutes" instead of "within hours" came to market, your moneymaker would be dead literally overnight - that's one reason I can think of. (I.e., "hedging" against that possibility.)

Sometimes CVS has to go in on a location - even if they don't really want to - because if they don't, a Walgreens will go in there instead.
