Maybe there are some locales that don't allow purchase of stocks under a penny and they had to get in the .10 to 1.00 range to be tradeable by that target audience? Either a location or a specific institution or fund that has a charter preventing them from buying sub-penny stocks?
That's my best guess, but it is admittedly a pretty weak one. Obviously, if a NASDAQ uplist was part of the equation (way to early for that imho) they would have gone to 1:1000 or 1:2000 for some cushion.
If I could afford to buy all of them, I would not need to buy any of them and I sure wouldn't be spending time on the message boards!
