The previous extra kicker on UI benefits did not come with an exemption up to the new $10K exemption.

So if anyone who was on unemployment in 2020 and got the extra kicker and opted for withholding and have filed their 2020 returns has now over paid.

So they are left with filing an amended return in the hopes that the new bill will be retroactive?

Or are they just left out in the lurch and the bill includes only the new people on a go forward basis for 2021.

Having worked in payroll taxes these geniuses who write these bills have no idea what they are writing on the cocktail napkin while they negotiating over drinks.

All that said I do understand the extra kicker of $300 since many states after the 2008 shitstorm cut their UI benefits to the bone including NC.

But that was because their state trust funds for UI taxes were in the red and they had borrowed heavily from the federal UI trust fund.
